Proposal
Small oak (situated on bank in front of a mature oak) - Dismantle down to ground level. Reason: Showing extreme signs of stress and dying, multiple dead limbs and sporadic epicormic growth shoots at various places along limbs( see picture 1). Limbs may fail and damage vehicles parking underneath. Removal will also allow room for the healthy oak behind to grow more naturally.
