The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

6/2010 tree T12 The horse chestnut tree is located between the rear gardens of 18 and 20 Downalong. The proposed works are to reduce the crown by approximately 2m in height and 2m in overall spread, pruning back to previous reduction points. Reduce the tree height from its current 25m to around 23m by reducing the length of the regrowth on the truncated branch ends by around 2m. This will entail making cuts into material of around 50 mm - 70mm diameter. The lateral regrowth should be similarly reduced by approximately the same amount making cuts no larger than the previously specified diameters. Following this work the tree will extend about 4m into the garden areas of numbers 20 and 18 Downalong and a similar amount into the gardens of the properties behind in Stevens Green. Lift the tree canopy by pruning trunk epicormic shoots back to their point of origin up to no more than 4m above ground level. In addition, any deadwood present throughout the crown will be removed as part of routine tree maintenance.
