What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

Amendment pursuant to 24/01900/HOU: 1. will not alter the roof height of the existing utility room and will tag the new extension onto the side of the utility room rather than incorporate it into the 'new element'. The roof of the new extension will be as per the approved planning application. 2. Approved plans show bi-folding doors on both sides of new extension. We have decided to keep the glass sliding doors that overlook the rear garden and have a single door with sections of walls/windows which will overlook the garage. 3. We have agreement for 3 sky lights (2 sliding skylights), we like the look of the lanterns and wondered if one would be considered instead of of the 2 sliding skylights. At the moment, we can't decide which option to go for but we would like approval for both options and then we can decide later on. The remaining non-opening skylight over the existing extension will still be added to the roof of the existing extension.
