Proposal
The tree is a Robenia, shown in sketch #111 and photos #112 & #113, labelled as "Tree #29". It was last trimmed five years ago (before I took possession of the property). It has grown a lot since then and is covering half of my neighbour's yard, preventing their garden from getting sun. They have asked that I trim it. I have a recommended tree surgeon who has suggested to trim it back 30%.

What a grant of permission means
