What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About full applications applications
How this application type works
A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

The property is in Greenwich Westcombe Park conservation area and the dead tree/shrub does not have a Tree preservation order. There is a Mount Etna Broom (Genista aetnensis) which died over the course of the spring/summer 2024. It is in the Front Garden beside the front elevation of the house. 3 M from the pavement. It is positioned on the left of 9 Vanbrugh Hill property adjoining the hedge I shared with the neighbour, No. 7. It is about 15 feet high and the trunk diameter at 1.5 m from the ground is 25 cm. There is no sign of life at any point either at the base or higher up on the subsidiary branches. The tree is dead and I seek your approval needs to cut down and remove this Broom for safety reasons.
