What refusal means
The process from here
The council refused this application for the reasons set out on the decision notice, which the council portal holds in full. Only the applicant can appeal a refusal; the time limit runs from the decision date and is shorter for householder schemes.
Refusal does not prevent a fresh attempt. Applicants often address the reasons for refusal and resubmit, so a refused scheme is not necessarily the end of proposals for the site.
About full applications applications
How this application type works
A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

1 Ebrington Close Gloucester GL4 3GD
1 x Horse chestnut, this is the only tree at this location This was last cut in 2013 and it has since grown back to at least and probably exceeding the original size. It now towers above mine and my neighbours house. It is over my back door and garden which is very hazardous when conkers are dropping from a great height. Conkers drop onto my roof causing disturbed sleep and risk damaging tiles. It also over hangs the public footpath resulting in the same hazard for pedestrians and is starting to engulf the street lamp on the same pavement. The tree currently measures 21-22 metres high and a diameter of 13 metres. I would like to reduce the tree to 16 metres high and crown diameter to 8 meters.
