In my opinion the risk of failure is very likely and would benefit from a speedy decision so it can be dealt with as soon as is practicable. The tree's amenity value is low as it is adjacent to a stand of much larger Poplars of which it is an offspring

    The tree is a mature Laburnum (according the Dartmoor Tree Surgeons. It has died within the past 12 months, as is evidenced by peeling bark, and the lack of any leaf growth this year. It is situated on the our side of the fence line, between 21 (our house) and 23 Elm Grove Road. It is clearly diseased and, once removed, will be replaced with an Apricot tree which is currently on site in a large planter pot. The dead tree is shown as Tree 1 on the attached chart. It is intended to fell the tree to ground level, and let the roots rot naturally.
