Proposal
T1 over-mature Monterey Pine growing at the back of the rear garden of 1 Manston Terrace, in close proximity to Barrack Road - Remove and replace with one English oak, Quercus robur in a location at greater distance from the house at No. 81. Reasons The trunk is 5m from the house at 81 Barrack Road and can be described as the wrong tree in the wrong place. The tree is considered to have outgrown its location, immediately adjacent to Barrack Road. It is growing over the top of 81 Barrack Road and is dominating the property. Neighbours at 81 and 79 have major concerns about the tree. Options for management of this tree are limited due to its age, form and species. This is an over-mature specimen of a fast growing species. Monterey pines in the UK are vulnerable to losing big branches in gales, according to Mitchell (1996, p.126). A replacement tree in more suitable location within the garden will provide a specimen that can be the right tree in the right place for the future, providing replacement amenity value in the mid-long term. Please see application 25/1450/TPO dated 17 October 2025. The tree in question continues to cause damage to neighbouring properties, but permission to remove it was refused, with the expert report stating that if routine tree management were undertaken it would not cause problems. I am therefore applying for permission to undertake a lift of the canopy over the property as suggested by the expert report, which it describes as a reasonable and proportionate management response. Description of Proposed Works 1 - Removal of one lower secondary limb overhanging the neighbouring garden at approximately 5 m above ground level. The limb will be removed back to the main stem at a suitable growth point, retaining the branch collar. This is intended to reduce needle fall, prevent damage to garden plants, and improve light levels. All works will be carried out in accordance with BS39982010. 2 - Reduction of one lateral limb extending over the neighbours roof. Reduction will be made to an appropriate secondary branch to maintain natural form and balance. This is intended to reduce gutter blockage, lessen debris accumulation, and improve daylight to the front rooms of the neighbouring property. All cuts will comply with BS39982010. 3 - General Safety and Amenity. Crown lift to 3.5 metres above ground level over the neighbouring property by removing selected lower secondary branches only. No primary scaffold limbs will be removed. No more than 10 to 15 percent of the live crown volume to be removed. The overall form, height, and amenity value of the tree will be retained. All works will be undertaken by a suitably qualified arborist and will comply with BS39982010.

The yew tree in question is showing signs of asymmetric crown formation. After previous limb failure causing a structural imbalance to the remaining crown. My proposal for the future vigour of this tree is to Install a dynamic cobra bracing system to support the imbalance of the lower structural limbs forming a strong three way triangulation of support for the lateral growth that has become very prone to wind through. Please see photo (Yew Reduction Points) for bracing points highlighted in blue. Selective thinning of the whole crown by removing internal growth with a maximum cut size of 60mm diameter 1.5m length by removing multiple smaller limbs I believe this will be more beneficial to the trees structure, and limit the amount of large wounds left by the thinning works. Allowing for better wind distribution through the remaining crown hopefully eliminating future wind through. by leaving the larger structural limbs intact for the future longevity of the structural integrity. please see photo (Yew Reduction Points) with cut points highlighted in red for chosen thinning points throughout the crown Remove failed limb back to the branch collar.
