What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About full applications applications
How this application type works
A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

25/1194/TPO Granted
205 Exwick Road Exeter EX4 2AU
Front Garden Area of 205, Exwick Road ( Roadside) T1 -1x Mature Japanese Pagoda Tree (Sophora Japonica) - Part Crown Reduce the eastern aspect of the tree (which overhangs the road) by removing approx. 2.0 metres from branch tips while retaining the main framework & shape of the crown & therefore a high proportion of the foliage bearing structure. Reduce the lowest southerly & Northern lateral branch (above Exwick Road) by removing approximately 2.0 metres from branch tips from 13.0 metres to approximately 11.0 metres. All pruning cuts to be made at suitable growth points. Pruning wounds shall not exceed 50 mm in diameter. All works carried out to BS 39982010 Tree Works Recommendations. The proposed works are required to manage the size and spread of the mature Japanese Pagoda Tree (Sophora japonica) in order to maintain safe clearance above Exwick Road and to reduce the risk of branch encroachment into the highway. The selective crown reduction to the eastern aspect and targeted reduction of the lowest lateral branches will alleviate excessive overhang, improve highway safety for vehicles and pedestrians, and lessen the risk of damage to high-sided vehicles. The extent of reduction has been carefully specified to retain the trees main framework and natural shape, while preserving a high proportion of the foliage-bearing structure. The works are therefore considered necessary for safety and management reasons, whilst being proportionate and sympathetic to the health, form, and long-term retention of the tree.

T5 Plane (London) Remove T6 Plane (London) Remove T7 Plane (London) Remove The tree works are proposed to stop the influence of the tree(s) on the soil below building foundation level and provide long term stability.to 17 Gloucester Road Exeter EX4 2EF Estimated costs of repair to the building are £47,520.00 if the influence of the tree(s) remain and £2,452.69 if the proposed tree works are allowed to proceed. Granting permission will limit these costs. In the event of a refusal we, or our clients, will seek to secure compensation for the additional costs incurred through Section 202(e). Should the tree/s remain the total cost of repairs will be the Superstructural repairs + Alternative method of repairs = £49,972.69 It is the expert opinion of both the case engineer and arboriculturalist that on the balance of probabilities the supporting information demonstrates the influence of the tree(s). Note: Further monitoring results may be submitted if these become available during the course of this application.
