Planning application

Topsham Rail Station Parkfield Way Topsham Devon

Granted Exeter 21/1184/TPO Works to Protected Trees (TPO)

Works: Trees

Permission granted. Work must normally begin within three years of the decision or the permission lapses.

Proposal

Crown lift all trees (various species) adjacent station car park, station associated pedestrian walkways and vehicle access to 3m from ground level to enable safe access for users by removing encroaching branches within parking bays/walkways/access. Crown lifting will only be required on the aspect of the tree that is directly adjacent the car park/walkway/access. Where branches over extend into platform areas raised walkways (e.g. footbridge) the reduction of branches may be required, by pruning branches back by 1-2m in length to maintain clear access.

Tree cutting required on behalf of Openreach to allow new overhead fibre cable to be installed between telecoms poles outside of Station Garage and #9 Elm Grove. Access channel to be cleared through the tree canopies to allow cable to pass through. There is a telecoms pole on the footpath outside of 9 Elm Grove Road that they require hoist access to the top of the pole to install new cables. They are looking for us to fully expose the pole but the trees in the front garden of 7 and 9 have covered the majority of the pole. The branches directly affecting the pole would need to be pruned back to give access, we would not be looking to carry out any felling or excessive clearance. Team would be pruning around 10 branches to clear cable. I have attached photos of the branches we would need to prune

T1 - Ash Suggested Works: reduce height by 2-3 metres, Maximum Diameter of Cuts (MDC) 50mm. Reduce western aspect by 3 metres, MDC 75mm. Reduce northeastern and southwestern aspects by 2 metres, 50mm Crown lift above shed. Remove major hazardous deadwood. T2 - Lime Suggested Works: Reduce height and southern lateral spread by 2 metres, MDC 50mm. Prune remaining to reshape, tidy and contain. Rationale: The Ash tree is twin stemmed, the structural integrity of its basal union is in doubt. These works are necessary to reduce loading and reduce the risk posed by this tree to an acceptable level. Reduction works to the Lime are proposed as part of the reasonable maintenance of this vigorous tree.
