Part of this application was approved and part refused. The decision notice on the council portal sets out which is which.

Proposal

Tree Preservation Order EL:183 - T1 Oak (Quercus robur) approximately 16m in height with a crown spread of 13m. Remove epicormic growth from the stem and scaffold branches up to the first major union at approximately 6m above ground level. Selectively reduce the northern crown sector over the dwelling by up to 1.5m and undertake a crown lift to approximately 6m above ground level. Reduce the lowest south western secondary limb by up to 2m. Reduce the associated primary limb extending over the road by up to 5m, or back to the nearest suitable growth point, to reduce end weight and improve branch structure. Selectively reduce the north western crown sector by up to 1.5m to maintain a balanced crown form. T2 Oak (Quercus robur) approximately 17m in height with a crown spread of 9m. Remove epicormic growth from the stem up to the crown break. Undertake a crown lift to approximately 6m above ground level to match the clearance of T1. Reduce the limb containing the cavity back to a suitable growth point, or remove the limb if inspection confirms that the extent of decay compromises structural stability. Where structurally appropriate, retain the limb in a reduced form to preserve its habitat value. Selectively reduce the lowest north eastern limbs over the dwelling by up to 2m. All pruning works to be undertaken in accordance with BS3998:2010.

Tree Preservation Order EL:183 - T1 Chestnut approximately 16m in height with a crown spread of 9m. Fell to ground level due to the tree being dead. Reason for the proposed works: The tree is dead and should be removed in the interests of safety. The client is willing to undertake replacement planting; however, a suitable location within the garden is requested rather than replanting in the original position. A service trench has recently been excavated in close proximity to the base of the existing tree, likely severing a significant proportion of the root system. Replanting in the same location may therefore expose the replacement tree to similar constraints and reduce its long term establishment potential in the future. A replacement tree will be planted in an alternative suitable location within the garden, to be agreed with the Local Planning Authority if required.

Tree Preservation Order EL:183 - Oak (T1) - Fell due to presence of Phytopthora and advanced condition of tree. We have been managing the decline of this tree for a number of years now and upon the last visit felt that it has now become structurally unsound and extremely unbalanced. It has had all the branches on the house side removed completely due to dye back.

Tree Preservation Order EL:18/07 - T1 - Horse chestnut - Proposed Works: Crown lift over the roadside only to provide a minimum clearance of 5.2 metres above ground level. All pruning shall be limited to secondary branches where practicable and carried out in accordance with BS3998:2010 Tree Work Recommendations, with a maximum pruning wound diameter of 50mm. Reason for Proposed Works: Following a tree survey, it was identified that the crown over the carriageway has been subject to contact from larger vehicles in the past. The proposed crown lift will provide appropriate clearance for high-sided vehicles, reducing the likelihood of future vehicle strikes and preventing unnecessary damage to the tree, whilst retaining its long-term health and amenity value.

Tree Preservation Order EL:00/09 - T1 - Robinia - Lateral reduction by up to 2 metres to suitable growth points. - Reason for work: To undertake a lateral crown reduction of up to 2 metres on the Robinia, where it overhangs the client's garden, pruning back to suitable growth points to maintain the tree within its current lateral dimensions and prevent further encroachment over the garden area. The proposed works are intended as cyclical maintenance to manage the extent of the crown over the neighbouring garden whilst retaining the tree's health, structural integrity and amenity value within the woodland setting. All pruning works shall be carried out in accordance with BS3998:2010 Tree Work Recommendations, with a maximum pruning wound diameter of 40mm, pruning back to suitable secondary growth points. Upon completion, the tree will retain a natural, balanced and flowing crown form appropriate to the species and its woodland location.
