Granted Elmbridge 2026/0429 Tree Preservation Order

Works: Trees

Permission granted. Work must normally begin within three years of the decision or the permission lapses.

Proposal

Tree Preservation Order - WAL:3/71 T41 and EL:00/04 T1 beech, located on a shared rear boundary in a private residential garden. Public amenity; is moderate, both trees provide a significant backdrop offering visual interest and depth, softening the appearance of surrounding buildings. Both trees have been pruned in the past however, in a way beyond that agreed in 1999. Considering this the trees have been pruned twice (in their history), best practice could be observed with continued pruning, this time maintaining a flowing crown with no stubs. Reason for pruning: There are 2 beech trees on site, dominant features of the property. Beech is capable of 20m+ in height and considerable spread, a species known for its tall broad appearance and dense canopy, shading out competing understorey growth. Pruning is requested to maintain both trees at a reasonable size suitable to their location, balancing leisurely use of the private garden with amenity. Both trees would retain a flowing outline at a decreased size, retaining their moderate visibility using smaller pruning cuts with earlier intervention. Proposed work: 1.5m crown reduction observing BS 3998:2010 i.e., Pruning cuts (>30mm diameter) will be up to one third the diameter of the parent branch at suitable growth points, leaving a flowing crown outline with no stubs.

Tree Preservation Order EL:18/07 - T1 - Horse chestnut - Proposed Works: Crown lift over the roadside only to provide a minimum clearance of 5.2 metres above ground level. All pruning shall be limited to secondary branches where practicable and carried out in accordance with BS3998:2010 Tree Work Recommendations, with a maximum pruning wound diameter of 50mm. Reason for Proposed Works: Following a tree survey, it was identified that the crown over the carriageway has been subject to contact from larger vehicles in the past. The proposed crown lift will provide appropriate clearance for high-sided vehicles, reducing the likelihood of future vehicle strikes and preventing unnecessary damage to the tree, whilst retaining its long-term health and amenity value.

Tree Preservation Order EL:00/09 - T1 - Robinia - Lateral reduction by up to 2 metres to suitable growth points. - Reason for work: To undertake a lateral crown reduction of up to 2 metres on the Robinia, where it overhangs the client's garden, pruning back to suitable growth points to maintain the tree within its current lateral dimensions and prevent further encroachment over the garden area. The proposed works are intended as cyclical maintenance to manage the extent of the crown over the neighbouring garden whilst retaining the tree's health, structural integrity and amenity value within the woodland setting. All pruning works shall be carried out in accordance with BS3998:2010 Tree Work Recommendations, with a maximum pruning wound diameter of 40mm, pruning back to suitable secondary growth points.
