EL:98/24 - Authorisation to proceed with the proposed works following your site visit 19.02.2025 Amenity: MODERATELIMITED. Location: Set within a back garden of private residential property at the end of a culde-sac. The trees have moderate/limited visibility from a public space and are moderately/significantly visible from the adjacent property (Esher rugby club). Most of the properties around Esher Rugby Club playing fields have mature Oak trees lining the shared boundary, adding to the skyline. Proposed work. T3 OAK, remove. T4 Oak, reduce selected branches by approximately 2m and crown lift to 4m from ground level (pruning tertiary branches only or as shown in supplied annotated photos). Reason. T3 OAK, over time home improvement have encroached on T3 bringing pressure to prune. The northern canopy has been cut significantly (almost back to main stem) leaving the tree with a 2-dimensional appearance and significantly reduced amenity, its loss will be barely noticeable and will help the supressed canopy of T4 to develop. T4 OAK has been significantly pruned back from shared boundary with number 9 (after a pre-application). Minor work is now being specified to reduce end weight of elongated lion tailed lateral branches due to higher wind loading from new exposure, when T3 is removed. Dimensions pre-work T4 OAK (approximate): Height, 17m. Crown spread, N7mS6mE6mW9m. Dimensions post work T4 OAK (approximate): Height, 17m. Crown spread, N5-6mS6mE6mW7-8m. Officer comments: T3, T4 OAK is not exempt from application under section 14 of Town and Country Planning Regulations 2012. The work specification is considered to address reasons for work while maintaining a reasonable degree of public amenity with an acceptable impact on tree health.

Tree Preservation Order EL:93/13 - T1 - Oak - Reduce the lateral canopy extending over the property by approximately 3 metres, pruning back to suitable growth points in order to retain a balanced and natural crown form. Current dimensions: Height 15m, crown spread 15m. Reason for works: A significant defect has been identified within the principal lateral limb extending over the property. The limb, which has an approximate diameter of 35cm, contains a cavity extending approximately 20cm into the wood, representing more than half of the limb's diameter. The location and extent of this defect raise concerns regarding the long-term structural integrity of the branch. The tree has previously been subject to more extensive pruning on the neighbouring side but has not been correspondingly reduced within the applicant's property boundary. This has resulted in an unbalanced crown with a greater proportion of the canopy and associated loading concentrated over the property. The proposed reduction is intended to lessen the end weight and wind loading on the affected limb, thereby reducing the risk of branch failure while retaining the tree's overall health, amenity value and natural appearance. The works represent a proportionate arboricultural management approach that will help ensure the continued safe retention of this mature Oak within the landscape. T2 - Oak (please see the attached tree report) Crown Spread: North 6.5m, East 6m, South 5m, West 10.5m Condition: Upright tree with a pronounced south-western canopy bias and excessive end weight on elongated lateral growth. Normal vigour and crown vitality observed. Recently exposed following the failure and removal of an adjacent Silver Birch to the north. A children's play area is located directly beneath the canopy. Defects: Historic pruning wound at 4.5m on the north-eastern stem is occluding with no visible decay.
