Permission granted. Work must normally begin within three years of the decision or the permission lapses.
Proposal
EL:11/26 - Tree T2 of the attached sketch (EL11/26) located on the boundary on No's 2 and 3 Broom Close, Esher , KT10 9ET. Householders have agreed two share the costs associated with this work, The tree is a large mature Beech Tree of approximately 20m in height that requires a crown reduction and the removal of several lower extended limbs. This has become more pressing following the removal of a large Ash Tree that has left the Beech both top heavy and biassed to one side. Given the nature of the root system of Beech trees, there is concern that if this work is not completed, and given the imbalance of its current structure, it could be liable to severe wind damage. The intention of this application is to preserve the integrity and longevity of what is currently a healthy tree. Proposal. 20% (4m) crown reduction and the removal the oversized, extended and very heavy lower limbs.

Tree Preservation Order EL:11/26 - TPO trees referenced in Tree Preservation Order EL:11/26, i.e. the 1 x Red Oak at location T6 and 2 x Sycamore at G2:T1 Red Oak Approx. 25m HeightLarge Red Oak located in close proximity to the property, with an established lean towards the public highway.Proposed works: Crown reduction by approximately 1.5 - 2m to reduce end loading and mechanical stress on the branch unions associated with the tree's elongated limb structure. Approximately 10% crown thinning throughout to reduce sail area and wind loading, whilst retaining the tree's overall natural form and structural integrity. Crown lift to approximately 3.5m over the driveway to provide adequate clearance. The proposed works are intended to reduce mechanical loading and improve clearance whilst retaining the tree's overall amenity value and natural appearance.T2 - Sycamore - Approx. 15m HeightTwin-stemmed Sycamore with the stems dividing at approximately 0.5m above ground level. The union is included, with one of the stems extending at an extremely acute angle and overhanging neighbouring gardens.Proposed works: Reduce the overextended stem by approximately 2.5-3m to reduce its weight and end loading, thereby reducing mechanical stress on the included union and the likelihood of limb/stem failure. The reduction will be confined to the affected stem, retaining the remainder of the tree's crown and maintaining its overall form and amenity value.

Reduce the radial spread of the crown by approximately 1.5m to the North and South, and by approximately 2m to the South-West over the road. Prune the remaining crown as needed to achieve an even crown form.

Tree Preservation Order EL:18/07 - T1 - Horse chestnut - Proposed Works: Crown lift over the roadside only to provide a minimum clearance of 5.2 metres above ground level. All pruning shall be limited to secondary branches where practicable and carried out in accordance with BS3998:2010 Tree Work Recommendations, with a maximum pruning wound diameter of 50mm. Reason for Proposed Works: Following a tree survey, it was identified that the crown over the carriageway has been subject to contact from larger vehicles in the past. The proposed crown lift will provide appropriate clearance for high-sided vehicles, reducing the likelihood of future vehicle strikes and preventing unnecessary damage to the tree, whilst retaining its long-term health and amenity value.

Tree Preservation Order EL:00/09 - T1 - Robinia - Lateral reduction by up to 2 metres to suitable growth points. - Reason for work: To undertake a lateral crown reduction of up to 2 metres on the Robinia, where it overhangs the client's garden, pruning back to suitable growth points to maintain the tree within its current lateral dimensions and prevent further encroachment over the garden area. The proposed works are intended as cyclical maintenance to manage the extent of the crown over the neighbouring garden whilst retaining the tree's health, structural integrity and amenity value within the woodland setting. All pruning works shall be carried out in accordance with BS3998:2010 Tree Work Recommendations, with a maximum pruning wound diameter of 40mm, pruning back to suitable secondary growth points. Upon completion, the tree will retain a natural, balanced and flowing crown form appropriate to the species and its woodland location.
