What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About lawful development applications
How this application type works
A lawful development certificate is a legal determination, not a planning judgement. It asks the council to confirm either that existing use or works are lawful, often through the passage of time, or that a proposal would not need planning permission at all. The applicant must prove the facts; the merits of the scheme are not considered.

Tree Preservation Order EL:99/08 - Following the recent collapse of a major branch of the Horse Chestnut in my front garden, reported to you under case no. CS719312178, my tree surgeon does not consider it dangerous or that further collapse is imminent. He has advised that the tree should ideally be reduced in overall height by 4m - 5m and the crown lifted. He will clear the damage away during week beginning 2nd June and check the tree's health whilst doing this. However, the tree needs to be trimmed overall as it is encroaching on my property and causing damp to my property. This work was last carried out in 2016 with your approval. I will attach sketches as requested. The plan of Kings Chase shows the tree as T30 (I think).
