What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About full applications applications
How this application type works
A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

Tree Preservation Order EL:05/03 - T1 Oak needs to be reduced as it overhanging 4 properties and needs pruning to keep tree within a manageable size for its surroundings.. The tree is quite unbalanced so I recommend the tree be reduced as follows. 1.5m reduction to the Northern side. 2m reduction to the East and Western sides. 2.5m reduction to the South side. 2m from the height of the tree. The tree measures 18m across from East to west so this will leave the tree at 14m across the crown. The reduction from all sides and height will be back to healthy growth points

T1 Oak, adjacent to footpath. Reduce crown by 2m. Crown lift 5 m above highway, remove deadwood. Reason; large birds appeared to be accessing a cavity within the main stem (3-4m above ground level) therefore, it's reasonable to assume the cavity is large enough to specify some work at this point. However, I suggest a competent person inspects the cavity to assess its significance on the tree. Final height: approximately 14-15m Final radial spread: No change. T2 Oak, middle of drive. Crown thin previous reduction points by 20%, removing branches up to 30 mm diameter, pruning smallest diameter first. Crown lift 5m above ground level, remove dead wood. Reason; good arboricultural practice (BS 3998:2010), reducing potential of outcompeted branches from failing in high winds and allowing better development of the more established re-growth. Final height: No change Final spread: No change T3 Oak. Prune away from structures allowing 2m clearance, remove deadwood, Crown reduce by 1.5m. Reason; T3 appears stressed with some die back of the tips and thinning crown. Most of the branches appear long and slender with most of the leaf area at branch extremities, reducing damping that can increase risk of branch failure. Final height: Approximately 16m Final radial spread: Approximately 4-5m (average).
