The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About lawful development applications
How this application type works
A lawful development certificate is a legal determination, not a planning judgement. It asks the council to confirm either that existing use or works are lawful, often through the passage of time, or that a proposal would not need planning permission at all. The applicant must prove the facts; the merits of the scheme are not considered.

Tree Preservation Order EL:01/12 - One mature tree located within the rear garden of 5 Marrowells, Weybridge, Surrey KT13 9RN (as identified on the attached sketch plan). Proposed Works: Remove all dead, dying, diseased, damaged, and hazardous branches throughout the crown. Undertake a crown reduction of approximately 20???25% to reduce the overall spread and weight of the canopy. Prune back branches encroaching over neighbouring properties to provide suitable clearance from boundaries. Remove any crossing or rubbing branches where appropriate. Carry out general crown maintenance to improve the tree's health, safety, and long-term management. Reason for Works: The tree has previously undergone limited maintenance, primarily involving the removal of dead branches. Since that time, additional branches have become dead or are showing signs of decline. The tree has become significantly overgrown, with branches extending into neighbouring gardens. There are concerns regarding the risk of falling deadwood, particularly as the garden is used by families and children. Previous branch failures have occurred, including incidents reported by neighbouring residents. The proposed works are intended to reduce the risk to people and property while retaining and appropriately managing the tree.

Tree Preservation Order WAL:1/70 - T1 - Cedar To fell to ground level. Unfortunately this tree now needs to be removed. There have been 2 different occasions of major limb failures both landing on the roof of the house, causing major damage. Following the first incident the tree has had an approved reduction/thin of canopy. This seems not to have worked as we have now had a second major limb failure since. This tree now poses an unacceptable risk with future potential limb failures as the canopy stretches over properties. Latest incident punctured the roof in various places and also damaged the house boiler, Fire Brigade attended for 3 hours to deal with this.
