    Cobham The Tilt Conservation Area - Seeking permission to remove one overgrown, non-native (Thuja) tree within the Tilt Conservation Area. The reasons for removal are outlined below: Character Appraisal: The identified tree is non-native, show signs of decay, and have reached a mature height that is inappropriate for their location. They do not make a positive contribution to the character and appearance of the Tilt Conservation Area, as outlined in the Tilt Conservation Area Character Appraisal & Management Plan. Situated at an important boundary location, the trees have become overly dominant and have a detrimental impact on the cohesiveness of the surrounding housing. Safety Concerns: The tree overgrowth has already caused significant damage to the road on Ashfford Gardens - the tree now significantly overhangs the public road. This presents a safety hazard for both pedestrians and passing vehicles, especially during high winds or adverse weather conditions. The risk of falling branches adds further urgency to the request for action. This also presents an ongoing trip hazard and a clear legal risk to the Council if a member of the public were to sustain injuries from tripping (cf JMP vs Cardiff Council, 2018). Loss of Light: The heavy overgrowth of the trees (up to 10m+ in height and 6m+ in width) significantly reduces natural light at the rear of the property at 102 Tilt Road (and adjoining priorities). The dense canopy blocks sunlight to the back of the house, impacting the living environment and outdoor amenity space. Energy & environment Increased energy consumption: Due to the lack of natural light and warmth, residents are relying heavily on artificial lighting and heating - up to 14 hours a day, 12 months a year. This has both financial and environmental consequences, increasing household bills and carbon emissions.
