The process from here
The applicant withdrew this application before the council decided it, so it carries no planning weight and no fee refund is automatic. Withdrawal often follows officer feedback that a refusal was likely.
The applicant is free to submit a revised application at any time, and many withdrawn schemes return in amended form, so the site is worth watching if the proposal affected you.
About prior approval applications
How this application type works
Prior approval applications arise where permitted development rights already grant the principle of the work, such as larger home extensions, changes of use to housing or agricultural buildings. The council may only consider the specific matters set out in the rules, for example transport, flooding or appearance, and in many classes the work may proceed if the council does not respond within the deadline, commonly 56 days.

The proposal comprises the erection of two new dwellings at Twin Oak Drive, Badingham. Each dwelling is served by its own separate access directly from Twin Oak Drive, differing from the previously approved scheme (Ref: DC/24/2773/FUL), which provided a shared access arrangement. Minor adjustments are made to the siting of the dwellings within their plots to accommodate the revised access layout. The overall scale and nature of development remains unchanged.
