The process from here
The council refused this application for the reasons set out on the decision notice, which the council portal holds in full. Only the applicant can appeal a refusal; the time limit runs from the decision date and is shorter for householder schemes.
Refusal does not prevent a fresh attempt. Applicants often address the reasons for refusal and resubmit, so a refused scheme is not necessarily the end of proposals for the site.
About prior approval applications
How this application type works
Prior approval applications arise where permitted development rights already grant the principle of the work, such as larger home extensions, changes of use to housing or agricultural buildings. The council may only consider the specific matters set out in the rules, for example transport, flooding or appearance, and in many classes the work may proceed if the council does not respond within the deadline, commonly 56 days.

The building will be located in close proximity to a farm reservoir and used to house irrigation pumping equipment, pipework, electrical controls and associated infrastructure serving agricultural irrigation activities on the farm. The building will require 500mm depth of excavation to situate the concrete base. Supporting this feature and located between the swale and attenuation basin, will be a control box (less than a meter in length and height) which will power pumping of flood water to the reservoir. Information on how water is captured to be serviced by this pump house can be found in DC/25/1855/AGO2.
