Planning application

21/01754/TCONR

Meyseyhampton Manor School Lane Meysey Hampton Cirencester Gloucestershire GL7 5JS

Granted Cotswold Works to trees in conservation areas

Proposal

Poplar (T4) - Mature tree at circa 20m tall. Works - Fell to ground level and grind stump. Works required due to established basal decay and proximity to the building of Meysey Hampton Manor. Sonic tomography revealed approximately 65% of the stems cross sectional area (at 110cm up the stem) to be decayed/degraded. Basal decay is likely to be more extensive but the timber quality on the outer part of one section of stem was so poor that tomography readings at this level could not be attained. Wind load modelling/analysis provided a safety factor lower than expected and indicted the tree is susceptible to failure in a storm event. The decay is progressive and it will not be possible for the tree to lay down sufficient reaction wood to compensate for the decay. The tree will be replaced but details are yet to be finalised

What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About trees applications

How this application type works

Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.
