Proposal
Application for works to protected trees - Chorley BC TPO 9 (Chorley) 1995; Oak x2 Proposed Works: Remove epicormic growth from ground level up to the main crown break (approximately 8m). Undertake a specified lateral crown reduction of up to 2m on branches towards the property, to clear the boundary line. Reason for Works: Routine maintenance to clear low-level epicormic clutter around the main stems, and a localized lateral reduction to alleviate branch encroachment and maintain clear clearance over the boundary line without compromising the overall physiological health or structural integrity of the trees. Silver Birch (Betula pendula) Proposed Works: Remove 2x specified overextended lateral branches growing toward the property at 37 Bowers. Reason for Works: Target-specific pruning to mitigate the risk of branch failure from overextended weight and to prevent structural encroachment and direct conflict with the adjacent residential building at 37 Bowers.

The process from here
This application is with Chorley for determination. The council publicises it, consults neighbours and technical bodies where required, and weighs the responses against local and national planning policy.
The statutory target is eight weeks for most applications and thirteen for major development, though extensions of time are common. Comments carry most weight while the case is undecided, so check the council portal for the deadline if you want to respond.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

19 Chancery Fields Euxton Chorley PR7 1DG
Application for work to a protected tree - Chorley BC TPO 5 (Euxton) 2013; Consent is sought for the removal of the mature ash tree located within the rear garden of the property, together with stump treatment or stump removal as appropriate. The tree subject to this application is identified on the Tree Preservation Order schedule and associated plans as an oak tree. However, the tree is clearly an ash tree. This discrepancy is noted as it may indicate an error in the original identification of the protected tree. The tree occupies a prominent position within the garden and is situated in close proximity to residential properties, including both the applicant's property and neighbouring dwellings. The ash tree is exhibiting multiple signs of significant decline, disease and structural weakness. Extensive fungal growth around the base of the trunk and along the root system. Visible splitting and cracking within the stem and major structural sections of the tree. Evidence of decay affecting the lower trunk and root area. A pronounced lean and asymmetrical growth habit, resulting in a heavily weighted crown. General indications of poor health and declining condition. The presence of fungal fruiting bodies, together with visible structural defects, suggests that deterioration is affecting the tree's stability and structural integrity. The tree has recently been inspected by a professional tree surgeon who advised that the tree is diseased, structurally compromised and potentially dangerous. The recommendation was that the tree should be removed due to the risk of failure.
