Planning application

24/05211/TPO

Land West Of Paynes Lane And North Of Main Road Boreham Chelmsford Essex

Granted Chelmsford Trees

Proposal

A1 - (T1 on map) Mature Ash- Located at the South-Eastern extent of TPO/2014/001, adjacent to a public footpath and fencing- Fell , the tree roots from the pipe and reinstate the headwall. A replacement tree (heavy standard pedunculate oak) will be planted in an open space within the existing tree group. Reason: This tree sits over an existing drainage pipe and headwall. The pipe runs in a general north to south direction and discharges into the historic lake on the opposite side of the B1137 Main Road. The roots and buttress of the tree has caused the headwall to collapse (Photo 1) and block the pipe with roots (Wincan Report). This has prevented the lake from filling, resulting in low water levels.

What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About trees applications

How this application type works

Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.
