Proposal
Proposed Non-Material Amendment to Planning Permission 21/02883/MJR - Reword Condition 23 as follows: The approved use of the site for any purposes within class (A3) in the schedule to the Town and Country Planning (Use Classes) Order 1987, or in any provision equivalent to that class in any statutory instrument revoking and re-enacting that order with or without modification, shall not commence until an adequate grease trap has been fitted in accordance with details that have been submitted to and approved in writing by the local planning authority. Thereafter the grease trap shall be maintained so as to prevent grease entering the public sewerage system. Reason: To protect the integrity of the public sewage system and ensure the free flow of sewage.

The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within five years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About amendments applications
How this application type works
An amendment application changes a permission that already exists. Non-material amendments cover small adjustments with no wider effect, while minor material amendments, usually made by varying a condition, allow modest design changes without a fresh application. Anything beyond that needs a new permission, so the scope here is deliberately narrow.
