The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About heritage and listed buildings applications
How this application type works
Heritage applications concern listed buildings and conservation areas. Listed building consent is needed for works, inside or out, that affect the special interest of a listed building, and carrying out such works without consent is a criminal offence. The council weighs harm to the heritage asset against any public benefit of the proposal.

We have a willow tree and have gained permission to go ahead with a pollard as long as a TPO is not applied to the tree by then. Ref: 25/02299/ATC Since then, a further tree surgeon has identified that the tree is beyond repair and is in such a poor state that there is significant risk of collapse and damage to nearby buildings. He has recommended it be completely removed no later than this October before the weather turns. Could you please refer to the sketch plan associated with our previous application, per ref number above. Many thanks.
