The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

St Lawrence Church Hall, Church Lane, Wormley, Hertfordshire, EN10 6LB
Tree is a mature Sycamore situated in the SW corner of the St Laurence Church Room car park. The proposed work is minimal crown raising to give 3m clearance above ground level by the removal of a small number of small (less than 2 inch diameter) branches. The proposed work would remove far less than 15% of the live crown height and leave the crown at far more than two thirds of the total height of the tree (Arboricultural Association guidance). The reason for the work is to allow safe and sufficient access to and use of the car park. At present, the lower branches and foliage are obstructing part of the area and reducing light transmission. If unchecked, there will be a substantial loss of amenity (and damage to the tree from vehicles trying to manoeuvre under and through the very low canopy).
