The process from here
The council refused this application for the reasons set out on the decision notice, which the council portal holds in full. Only the applicant can appeal a refusal; the time limit runs from the decision date and is shorter for householder schemes.
Refusal does not prevent a fresh attempt. Applicants often address the reasons for refusal and resubmit, so a refused scheme is not necessarily the end of proposals for the site.
About prior approval applications
How this application type works
Prior approval applications arise where permitted development rights already grant the principle of the work, such as larger home extensions, changes of use to housing or agricultural buildings. The council may only consider the specific matters set out in the rules, for example transport, flooding or appearance, and in many classes the work may proceed if the council does not respond within the deadline, commonly 56 days.

Land 409022 437458 Sandy Banks Wilsden Bradford West Yorkshire
This is a retrospective application following a phone call with Tree Conservation, Bradford in light of the danger of the tree falling into a footpath in Open Access woodland owned by Wilsden Parish Council. The tree has since been felled: it was a mature Silver Birch about 8-10 metres tall which had a split about 1.5 metres above the ground. The tree was leaning against an adjacent tree near the footpath. It appeared to be in danger of coming down and the parish council was not comfortable in leaving for more than a week or so. Further to a phone call to the Trees Conservation Team the parish clerk was told to first provide proof by way of photos to prove the risk and it was confirmed that the tree could be removed as it is a health and safety issue. This was confirmed by Peter Wilman from the Woodlands Team.
