What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About full applications applications

How this application type works

A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

Following the attached Tree Survey Report, our consultant (Sarah Duckworth) submitted a planning application 25/00224/TRTPO to have this tree felled due to the past presence of Kreutzschmaria deusta. Although the tree currently presents in good physiological condition, with notable adaptive “wound wood” around historic basal wounds, the presence of K. deusta significantly increases the long term risk profile due to its characteristic pattern of concealed decay and sudden failure without clear external symptoms. Given the tree’s height (17m), proximity to surrounding property, and the species’ known susceptibility to structural compromise when colonised by K. deusta, we are requesting a crown reduction to lower sail area, reduce end weight, and mitigate mechanical stress on the stem and root plate. This proposal aims to retain the tree within the landscape while responsibly managing the elevated risk associated with the fungal infection. Requested Works A sympathetic crown reduction of 3 metres overall, targeting: • Reduction of upper crown height by 3m • Lateral spread reduced by approx. 2m • All cuts made to suitable secondary growth points to maintain natural form • No more than 20–25% of the crown volume removed • Deadwood removal throughout the canopy This level of reduction will meaningfully decrease wind loading and leverage on the lower stem - particularly important given the past fungus identified - while preserving the tree’s aesthetic value and ecological contribution. Supporting Rationale • Kreutzschmaria deusta is associated with brittle fracture at the base, often without prior crown symptoms. • Reduction will lower structural stress, significantly reducing the likelihood of unpredictable failure. • The tree shows good vitality, so a light to moderate reduction is appropriate to retain long term canopy health. • The proposed works represent a balanced, minimal impact intervention that prioritises public safety while maintaining the tree’s presence. The requested reduction is a proportionate and responsible management action in light of the past fungal infection and structural risk profile. It will help ensure the continued safe retention of this TPO tree while preserving its amenity value.
