What withdrawal means
The process from here
The applicant withdrew this application before the council decided it, so it carries no planning weight and no fee refund is automatic. Withdrawal often follows officer feedback that a refusal was likely.
The applicant is free to submit a revised application at any time, and many withdrawn schemes return in amended form, so the site is worth watching if the proposal affected you.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

T1 – Silver Birch – approximately 15m in height with a crown spread of 5m. Reduce the height of the crown by up to 6m, leaving a final height of approximately 9m, pruning back to suitable growth points where appropriate. Reason for the proposed works: The tree is in decline and the proposed reduction is intended to retain the tree for as long as reasonably practicable whilst reducing the likelihood of branch failure. This level of reduction would not normally be recommended for a healthy silver birch but is considered appropriate in view of the tree's current condition and the objective of prolonging its safe retention. T2 – Silver Birch – approximately 9m in height with a crown spread of 5m. Reduce the height of the crown by up to 2m, or back to the cavity if this is considered necessary following climbing inspection, pruning back to suitable growth points where practicable. Reason for the proposed works: The tree contains a cavity at approximately 6m above ground level. The proposed reduction is intended to continue the management of the tree, allowing its retention whilst maintaining the level of risk as low as reasonably practicable. The final extent of pruning will be determined following closer inspection of the cavity during the climbing operation.

T1 - 1 x Maple Tree at front - Reduce the entire crown by approximately 2–3 metres, pruning back to the previous reduction points where appropriate, whilst retaining a natural crown form. Remove any dead, damaged or crossing branches and reshape the crown to provide a balanced, sympathetic finish Reason The Maple has previously been crown reduced and has since produced significant regrowth beyond the historic pruning points. Returning the tree to its previous reduction points will maintain the established management regime, reduce end-weight on elongated secondary growth, improve crown structure and maintain appropriate clearance from parked vehicles and the adjacent driveway. The proposed works are maintenance in nature and will preserve the tree’s long-term health and amenity value whilst retaining its natural appearance.

T1 (oak) Reduce the canopy back to, or close to, its previous pruning points to create a radial spread of c. 7m and overall height of c. 15m above ground level. Reduce or where applicable remove branches to achieve a 1.5m clearance from overhead services. Reason: To maintain an appropriate size and improve the relationship between the property and the tree - in line with previously approved applications. To prevent interference with overhead services. To increase the suitability of the roof for solar panel installation.

The tree is a Populus Nigra and half of the tree has failed and has left a massive wound, so it needs pollarding/coppicing due to it being very unsafe
