What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About householder applications

How this application type works

Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

There are two main elements to the proposed development, a two storey new-build classroom block and two single storey extensions to the existing building. The new classroom block is proposed to the west of the existing playground and will provide: 6 classrooms, group room, pupil WCs, disabled/staff WC, hygiene room (Changing WC) and plant room. A small extension to the existing entrance area together with some internal remodelling will provide a new entrance lobby, reception area and enlarged staff facilities. A second extension, to the rear of the building will accommodate an extension to the existing hall and a small suite of rooms to provide a satellite facility for Birkett House Special School. As part of the works, the car park will be enlarged to provide an additional 15 spaces. An area of informal hard play area will be added in front of the new classroom block to replace the area lost to the extension works. (Leicestershire County Council ref. 2019/REG3Mi/0237/LCC)
