The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About conditions applications
How this application type works
This type of application deals with conditions attached to an existing permission, either by supplying the details a condition requires, called discharging it, or by asking to vary or remove one. It does not reopen the principle of the permission itself. Building often cannot lawfully start, or continue past a set stage, until the named conditions are discharged.

G1 Trees all within the same group. Mature oak tree - remove deadwood, to then reduce the lateral spread by 2-2.5m and the height by approx 1-1.5m to mitigate the risk of failure due to the lateral growing form of the tree and woodpecker holes sited at the top of the tree. Singular small yew - fell to give clearance of the phone wires and this is a poor specimen interfering with other trees. Give clearance to the phone wire by 0.5m where possible without impacting major limbs. Second smaller oak remove deadwood. Yew overhanging road - prune lightly to the edge of the road to prevent damage to vehicles.

Lightly reduce selected areas of the crown where required to reshape and rebalance, whilst retaining as much live foliage as possible. Works to be undertaken with a sympathetic approach to maintain the tree's natural form and vitality.
