The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

T1 Cherry - to be felled. The root system is disrupting the neighbours garden and foundations, the tree is pushing the boundary fence over and the canopy has outgrown its spaced and is over reaching the neighbours property.

Large Holly Tree (T1) - Reduce tree to approximately 3 feet tall. This is a mature tree in the back garden of the property. It is positioned next to a brick retaining wall which borders the River Test. Due to the large root system, it has, over time, caused substantial damage to the brick wall (Please refer to images attached). We propose to reduce this tree to a height of 3 feet. This will leave the large bole to be a feature of the garden whilst stopping the damage to the property and reducing the risk it currently poses for dropping debris into the river system.

T1 - Leylandii Cypress Client wishes to have the tree felled. The management objectives of the request are to prevent further interference between the tree and infrastructure in particular an outbuilding which has already sustained damage from the tree (please see associated images) and overheard BT lines.
