What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

Kingswood House Malthouse Lane Tadley Hampshire RG26 3NY
Two trees (Tree 1 and Tree 2 on PDF sketch plan appended) overhang the boundary between the Old Malthouse and Kingswood House, but are rooted in the Old Malthouse boundary. The trees now overhang to such a degree that they are contacting the roof line of Kingswood House and may cause damage to the roof in a winter storm. The trees are the following species: Tree 1 - Cherry Laurel Tree 2 - Damson We are seeking to trim back the limbs of the mentioned trees to 2m from the wall of Kingswood House on that side of the property. This will leave it slightly over the boundary with Old Malthouse and prevent that potential damage.

Contorted willow (Salix Erythroflexuosa) which we planted 20+ years ago needs maintenance to keep it healthy, safe (risk of sudden branch drop) and of suitable size for the location. As recommended by the tree surgeon, we propose to drop crotch prune the tree to reduce overall weight and improve structure and selectively reduce several heavy limbs to balance the canopy and reduce end weight, maintaining natural shape.
