1 x Beech T31: Fell Reason: Extensive crown die-back, similar to the other mature beech trees in this location that have also died or are dying.No obvious disease or fungal fruiting bodies, it seems possible that the beech trees in this location have run out of rootable soil for the sizes of the trees and are now dying. If possible, I would like to request that a replacement tree is secured by condition, with final details (species, size and exact location) to be agreed once the existing tree has been removed and other trees that have permission for removal for the development have been removed. Otherwise replacement details can be agreed during the course of this application. (TPO 145)

FRONT: ONE dead Maple stem (TPO T1) (approx.ht.8-9m) FELL or reduce to safe height if possible for wildlife and biodiversity benefits, least disturbance to wildlife during bird nesting season, and soft fell to leave stem on the ground to enable any roosting bats to make their way out. Reason: tree appears to have been dead for some time and is covered by dense ivy, which is also intertwined with the adjacent ash tree (TPO T2). REPLANTING PROPOSAL: either a Tulip tree (Liriodendron tulipifera) or Japanese Pagoda tree (Styphnolobium japonicum). Location: land opposite front gardens of 88-96 Perry Vale, corner with Dacres Road. Informative A: the landowner has a duty to plant a replacement tree if a TPO tree is removed, uprooted or destroyed in contravention of the order or because it is dead or presents an immediate risk of serious harm, ref. Tree Preservation Orders and trees in conservation areas, government guidance 6 March 2014, para 79, 80 and 153; Section 206 of Town & Country Planning Act 1990 (as amended). Informative B: replacement tree planting proposal of either Tulip Tree or Japanese Pagoda tree is hugely appreciated for amenity, wildlife, rainwater run-off mitigation and shade to reduce increasingly high and frequent summers due to climate change ? see below for further details. Informative C: newly planted TPO tree and the other 3 TPO trees to have soil amelioration following removal of concrete hardstanding ref. ENF/25/00083: spread mycorrhizal inoculants and biochar or preferably enriched biochar over the RPAs and brush into forked holes or inject into the soil, drench the soil in the RPAs with a compost tea, and spread a 50mm deep mulch over the RPAs clear of the base of tree stems. Informative D: The Bat Conservation Trust advises checking thoroughly for roosting bats before and during tree works with soft fell process followed to proceed with care and with cut timber left grounded over night to allow any bats to make their way out, tree works ideally during Sept/Oct to avoid maternity and hibernation seasons when bats are most vulnerable to disturbance. T1 Beech: Fell - The main concern is that the tree is moribund and that branches are beginning to fail and are a high risk to the road, neighbour's and front driveway use. There is also a risk of tree failure as the tree weakens as it dies, and holding roots become desiccated or diseased. (TPO 32, 2008)
